It's Abale! An android created by Dr. Mashirito's illegitimate son, Dr. Mashirito Jr. No. 23 in the Caramel Man series, and is an exact copy of Arale, created by using the X-ray photos of Arale taken by Mashirito to create Caramel Man No. 4, aka Obochaman.
